this guy name XXXXX, tried to scam me by trading 38 gp instead of 38k for ecto. What should I do? Are there any scammer report or anything? I'm pretty sure this trick would have worked if I'm not careful.

Get over it and get on with your life. Anet probably won't pay much attention to this especially since you werent' ACTUALLY scammed, just an attempt.

Please don't use names here. We have no way to know if you are telling the truth.
Besides you said he tried to scam you. It could have been a mistake.
