Changing a character name is not an effective method in protecting your daughter's online gaming activities. If you are that concerned, it will be up to you "DAD", to observe her online chat.
There is a chat filter (Press F11) and you can pick one of the three options.

Even though it is your brother's account, he is in violation of the
Guild Wars User Agreement.

If your daughter "loves to play" the game as much as you say, I would recommend you purchase her own copy. She probably would not even be concerned about starting from the beginning of the game.
