I'd guess its what it says in the sticky, plus the value of the mods, IF you find a buyer that would have bought those mods for the bow anyway. Otherwise, the sticky price.

Mods don't actually add much value to a weapon, it raises the chance of being sold at a higher end of the price range though.

Salvage for mods, not max damage.
