I only notice that turning it off makes the characters less bright when you hilight them, but what else does it do?

It mostly is all the glow and lighting effects. These glow effects that seem spammed in the game are called "bloom" effects.
If you go to almost any area in the southern shivers, you can turn off post-process and notice that the snow glare and arctic lighting vanishes.
