(Even some of the earlier quests/missions are dangerous to a low-level character, eg Zen Daijun can kill a would-be survivor if they're not careful)

Sorry but there's plenty of holes in that argument. It is actually
easier to get Survivor with a brand new character, especially Canthan.
Don't believe me? Make a new Canthan character. Do all the Shing Jea quests, you'll leave the Island about level 18. A few more side quests and you hit level 20 without ever doing any mainland missions (and thus get Survivor)
It's so laughably easy with a new character, I've done it twice now in around 8 hours. It can probably be done faster even. First time with an assassin of all things. The second time I did it a Ritualist and henchies even (got Masters on the Shing Jea missions easily)
Older characters will
not have that advantage since they can't pick up an easy 140k xp just from beginner quests, and chances are probably already done a number of the missions. If anything it will be a bit harder, because probably already done missions and quests with your old character so no easy 1-3k rewards.
