Perfect gold items will always be greater than greens. However, given the choice, a casual player will generally opt for a green (in this case Milthuran's Staff) rather than a perfect 10/10 or 20/20 due to the price differences.
Compared to most staves, Platinum staves still hold their value these days due to rarity as well as skin design; thus I would consider it a vanity skin. Players who can afford such staves are generally very particular about requirement and stats, but seeing that this is a perfect requirement 8, it should receive some interest from collectors and such:
~120-150k, depending on how many have popped up over the weekend.
