how do i report scams?

i hear people do this, but i'm not sure how to contact.

Actualy.. it doesnt matter at all.
After 72hrs u get a standard mail telling you your question was closed.

I tested it with a couple of questions. There is no one there. It's a ghost site or something making us feel as if.. but nothing more.
