If you take a look at it closely, it's a Canthan Peasant doing the female elementalist dance.
I know it's bad screen, it's the best i can do, if it enters my agro circle it will run away.

I definetely can't see any form of any dance, regardless of how close I look into it... But I do believe it, I've seen them do other emotes.

I've got multiple screenshots of them doing this. They didn't stop dancing until I killed all the Am Fah there. But then I went back to do it again because it was so funny (I think I had too much caffiene or something...) and they ran as soon as I came to free them.

oh yeah, i will tell u the location of this, it's in the undercity. keep going east till you see a camp fire with a few tents arround it. Mina Shadowstorm (Am Fah mesmer boss, and I think that's how you spell it) is there.

Isn't there even some spoken lines there? Something like the Am Fah ordering them to dance for them?

Yes when you do the capture signet quest you see female peasants dancing for the Ahm Fah in the Underground, and then they flee as you approach. LOL
