International districts never have favor. You have to be in an actual territory district in order to enter fow/uw, when that territory has favor of course.

But then what happens if you win HoH enough times to take it?

I think that's what he/she means. Anyway, if you look at the start of matches when your team names come on and your cape color, etc, You will notice there is a country there. If the name of the team corresponds with the leader of the group, then i'd assume that you are fighting for the home district of the leader.

Never tested this though, it's just my theory.

He's right. When you are forming a group in inter dis HA you'll be fighting for the home district of the leader.

Actually you are fighting for the home district of the majority of people on the team. I learned that 1 day when I was on a team, we went in we fought for Europe, we lost 2 people left, we picked up 2 more, now we're fighting for America, the leader was the same both times.
