Just wondering how much these are worth

Zealous Oni Daggers Of Dagger Mastery
7-17 dmg (req. 9 DM)
15% dmg when hp above 50%
energy +1 on hit
energy regen -1
dagger mastery +1 (20%)

Also would it make a difference if i replaced the dagger mastery mod with a fortitude (+30hp) mod?
