to clairify things for everyone i am pretty sure he just means he will pay someone to fight for him similair to a powerleveler except it will take much more time

First of all this service you want should be posted in the service section. And second of all it would require someone to either use your account or power level you and make sure you don't die.

Not necessarily, he could also hire a high level in guildwars and walk him through all the quests and fight all the monsters so he can get xp. Well, if he does all the quests (on the island) in factions by the time he leaves the island hell be level 20 hence the survivor title. Thats what I did.
I saw one going for 100k for the title.
I didnt pay for mine but it took me 5 days to have my title
