Basics for Owning a Toucher in 1vs1:
- Snares
+ Crippling:
Warriors, Assassins and Rangers can cripple the toucher with ease. Combining it with a degen and staying out of touch range will work. For a warrior this could be stonefist gauntelets + shove. Add Apply Poison and hamstring and you got yourself a Touch ranger killer. For assassins its even easier. A standard AoD/Shock assassin will own a toucher easy. Or just stack so many conditions on the cripple you are out of range before he can plague touch it away. As a Ranger Cripshot is your best bet. No evasion possibilities + poison.
COUNTERS: Add a standard self heal to deal with de degen. Either Melandrus Resilience or Troll Unguent springs to mind. Bring Plague sending, which will need you to sacrifice health and has a recharge, so stacked conditions will still kill you.
+ Hexes
Mesmers and Elementalists can apply hexes to the Touch Ranger. For the Mesmer this would be Crippling Anguish, since its in the Illusion line Conjure phantasm will be a perfect addition and will make for a quick death. Elementalists with good energy management can keep the toucher frozen with ice shards and other snares from the water branch. Would be less effective than degen because of the ranger armor.
COUNTERS: Both Rangers and Necromancers have no hex removal. So basically its bye bye for the toucher.
-Outdamaging
This would be pretty obvious. Make sure to bring a heal that can keep up your health while still dealing damage. A warrior with frenzy doesnt have to fear double damage, and could bring warriors cunning to strike true. Vigorous spirit can keep him at steady health.
COUNTERS: Maybe adding Life Siphon for extra health gain. And defensive stances vs warriors and rangers.
- Disabling Skills
Mesmers are known to be annoying, especially to touchers. Diversion kills... Especially if you echo it. A cripshot ranger is very well suited for this as well, since he will have ranks in Domination for blackout. He can replace blackout with diversion, plus replace another skill with maybe serpents quickness to be able to use diversion more often.
Conclusion:
In my opinion a combination of a Ranger / Mesmer / Elementalist would surely spell doom to a touch ranger, and possibly to anything they could face. Warrior would be very effective in an outdamage cripshot build with the use of frenzy.

Oh man... I would love to take you on. I ALWAYS use my cripshot ranger in 1vs1... I have had so much laughs. It's so much fun you can almost see the opponents contract all their muscles in their faces as they are trying to do anything... Whenever I feel down... I think of cripshotting.. touchers are the most fun to be honest... Especially because I have played them a lot as well, and I know exactly what they're thinking. 'Must touch, must touch, I like this build so much in PvE and I own so I must own in PvP too! Come On let me touch you! Awwww... you broke my leg! No fair! [insert Finding Nemo scene = I'm gonna get you!] You broke my leg again! and im dying! aaargh! *one dead toucher*

Well, since there are loads of ranger stances to dodge/evade incoming projectile attacks i still think that a good toucher could combine that with other factors, that they will have to figure out on their own, and awoid getting crippled, thus forcing the ranger to run or die.

Doesnt a cripshot ranger use blackout anymore? Besides, a res signet is of no use is 1vs1 so that opens a slot.

I guess the best toucher for this would be the ye olde Beastmaster variant. Not saying it would win, but the pet adds a new dimention

- Blood Renewal <- not sure about this... either that or a +4 Troll Unguent as a self heal
- Call of Protection <- or this... in PvP I guess this should be a defence stance, or Call of Haste
- Comfort Animal
- Charm Animal

My A/E owned a toucher in a 1 on 1, I just used way of the fox to bypass all defences.

and I owned a A/E with my Boon Prot monk the other day by wanding him to death.....
Point being, 1v1 is not a good indicator of either 1.) skill or 2.) usefulness of a build.
