It must have the following:

Max Dmg
req no higher then 9

+15% dmg while enchanted

Options:

+1 axe mastery
1/1 energy

i'm not willing to pay any extra for any other mods.

and 2 max mods (which u can mod over anyways).

Furious Chaos axe of axe mastery
Slashing Dmg:6-28 (req9)
15^enchanted
Double adrenaline on hit (10%)
1+ axe mastery (19%)
