Perfect Flame Wand

Are there existing any Flamewands like this ingame?

20% skill recharge using Fire Magic
20% casting speed using Fire Magic

And if yes whats the price of such items or less perfect ones like 18% and 18% ?

I think there is probably a collector for that... don't pay money, just grab the Avicara scalps or whatever.

I know for sure there is a collector for a Flame Artifact in Mineral Springs with the +12 energy and 20/20. Anyone know if there is a matching Wand?

yeah i just don't want to pay for a run down there...i'm pretty poor right now and can't seem to get there with henchies. And it's hard to find a group to go down there.
