Since its dual modded, but the mods are both differnet, and I don't see HOW they are BOTH ON CASTING.

Never seen anything like that ever... so one must be recharge.

IF its recharge on divine, I'd salvage, if healing, maybe 5-10k.

If its 20% recharge divine, 20% casting of healing ,i'd buy it for 10k.
