Is this new ? ... does this mean that guild wars might become a pay to play game ? i dont know what to think about this...

No its not new.Its been there for quite some time and everytime the user agreement gets something added someone instantly brings up a thread about how Anet are decieving us and that monthly fees will come,how much they hate the game they are playing and the world will end ect ect ect

So in short terms the answer to your post is No.
