I'd salvage the staff for one of the mods, and sell the bramble flatbow to the merchant unless you find someone collecting nonmax white bows. :\

Yea that bow is way worthless, id actually salvage it than merch it. ( i like raw materials ).

Most any item has to be a color other than white (excluding serpants and tribals) to be able to sell, and have good mods.
