I would greatly appreciate it if I could control-click a skill that's recharging to tell others I can't use it right now, don't see any reason why this couldn't/shouldn't be implemented either. This would be especially helpful for me if I'm playing as a monk and a mesmer hits me with diversion so I can't heal as good as normal.
I know people might spam the chat with "Endure Pain is disabled for another 29 seconds!" but people who would spam that already spam "I'm wielding...," "My health is...," "My energy is...," etc. so it wouldn't make much difference.

This really would be useful. It may have been suggested before, but I can't find it anyway. At any rate, I hope you don't mind if I stick this in the Index of Ideas sticky, because it's a feature I would personlly love to see.

No good. They'd continue to spam it until everybody on the team said 'Ressurection Signet is disabled.' Even then, knowing how mindless they are, they'd probably miscount and assume someone hasn't said it.
But yeah, I think it's smart. If they can minimize the amount of teamspeak talk and make communication more simple and straightforward without any drawbacks, I'm all for it.
