not how to play but to lvl and findd new abilities Skills4Skills was trying to setup "The Corporation", which will help people get runs to cities, through missions, levelling up, etc. There was a thread by him regarding this in the General Campfire forum, it may be in page 2 if you can't find it in page 1.

I can't help you to power level, but if you go through the storylines, you will get your level 20 in a reasonable time. Skills, if you want elites, look at the guru homepage and look at the skills section. Look for the skills you want (elite and non-elite) and you will see where the earilest places to get those skills. Elites are special skills that cannot be bought, but they can be captured from the boss that has them (non-bosses may use elites, but you cannot cap them).
