Could someone please let me know if the following is worth anything:

GOLD Insightful Celestial Staff of Defense

Energy +10
Lightening Damage 11-22 (requires 12 Restoration Magic)
Halves Casting Time of spells (10%)
Halves Skill Recharge of spells (10%)
Energy +5
Armor +5

Are you sure it's 20% on both casting and skill recharge and not 10%?

ah, you may be right!, sorry - not at my own PC just now...I think 10% is correct, but it's both Casting & recharge...sorry about that!

Does that mean Restoration good or bad? I assume good since Restoration req items are hard to come by?

Yes, there are no Restoration collector items/greens, they only drop as rares. And as you can see, its used a lot

30k seems about right. might be a little bit hard to sell, IMO
