hi i usually run tactics over stregth but i really love the stregth helms and for only this reason i would like to go into stregth for PvE a bit more.
i usually run an aggresive build with hammer, axe or sword so just a few suggestions on some good strength skills would be great

Dolyak signet for big armor boost at the cost of movement.
Endure pain for health boost, used in combo with healing signet, not to replace it.
Battle Rage with the right build.
Tiger Stance for IAS.
Sprint when the mission or farming needs it, otherwise skip it.

Signet of Strength isn't worth it, skip that one.

You can also run a high strength (13) to use the Sentinels armor (I think thats what its called) which gives you great protection against elemental and physical damage.

Pwower attack is also a pretty good spammable skill. And Defy pain is used in alot of farming builds for its armor bonus.

I usually have some attributes in stregnth even if i am using tatic skills. Why? Because of the armor penetration stregnth gives you. It is a great idea for PvP since most times you want to bring sprint to catch the runners.

If you want to go with a PVE energy based build can go with Warrior's Endurance, Endure Pain, Power Attack, Griffon's Sweep, Seeking Blade, and Final Thrust. As you can see all of them other than Final Thrust use energy but with the energy you regain with each hit you can keep them going almost indefinitely without having to wait for anything to charge except Final Thrust of course which you'd use once a target is < 50% health. You also have two good anti-blocking skills.

Blindness will shut this build down (same with any physical damage build I'd say) so you might bring mend ailment to keep conditions off and resurrect for use in battle - let your monks heal while you rez. If your monks are good at condition removal swap mend ailment for distracting blow (fastest recharging interrupt you have). On rare occaisions an enemy tank or assassin will hit you with a stance breaker and in that case you will be in trouble (good time to make sure you have a zealous weapon handy) but that doesn't seem to happen much in PVE from my experience.

Since both warrior's endurance and endure pain have recharge times greater than their duration you will need to have your strength quite high to even consider this build (13 - 16 pts in strength) to keep the gaps minimized but it will allow practically unlimited energy attacks right from the start of a battle. The bulk of your remaining points go to sword (or axe) - this is pretty much a pure warrior build.

90% of your attacks will be skill based and therefore gain the full strength AP bonus. A fun build as long as you can trust your monks to handle the bulk of your healing (300HP from endure pain helps) and you want to do fairly heavy damage all fight long.
