buying faction?

in the summary of befreinding the kurzicks/luxons it says that certain unscrupulous individuals will sell faction for gold, who are those individuals?

You can’t buy kurzick/luxon faction. You must earn it through quests, alliance battles, fort aspenwood, and jade quarry.

Yes, it can be purchased. However, it is too expensive for anyone to consider. It's been a while since I've seen this, but the price was something like 10 faction for 50 gold from a priest of the alliance you wish to purchase the faction from.

Nobody does it, therefore people don't realize it's possible.

edit: I just confirmed with the Priest outside Eternal Grove. I had more Luxon faction (103) than Kurzick faction (0). I talked to the Priest, said Let's talk this over, Offered him a bribe of 50g, and he allowed me use of the res shrine and I then had 10 Kurzick faction.

Yup, but considering to get 10k of the faction you'd have to max out your Luxon faction, then go in and out of an outpost/portal 1,000 times, and pay 50k - for 10k faction.

which is why no body does it. Everyone does quests, Alliance Battles, Aspenwood, Quarry. And missions give some but not enough to make it worth the time
