As part of the 13 of July 2006 update, Rockmolders were retroactively changed so that all of them now have 10% chance to halve skill recharge of spells.

Yeah, they are basically going for the equalization of all items (ie. they upgraded the armors to 90, they changed all Victo's Battleaxe to 20/20)

I had two of those 20% rockmolders, now that they are nerfed O lost about 150k, thanks Anet!

Far as i know it was always ANET's intention to global nerf these items one day...
