Stolen Speed

I am short 3 Mesmer elites for my Mesmer. One of the ones I am missing is Stolen Speed. Now I have not read any good reviews for the skill, but I want it anyway. The problem.... You are supposed to get it from a Boss in the Unwaking Waters Mission. I have done the mission several times and not seen the boss!

Any advice? Is it a random spawn and I have to do it 7 more times? What now?!?

Actually, I don't think you can get Stolen Speed from Unwaking Waters but do correct me if I'm wrong.

You can cap Stolen Speed from The Afflicted Li Yun who can be found in the Vizunah Square mission. This boss also has a tendency to appear in the Shenzun Tunnels. I'm not sure about this, but you should also be able to cap this from The Afflicted Meeka in Dragon's Throat.

Here's a review... this spell sucks...

Sorry for the blunt reply... but it really does...

i used to use Stolen Speed before it was nerfed, and back then it was great (i could res in 1.25 seconds, and i saw it as my new mesmer elite of coice). The nerf was that instead of taking 25% of casting speed form the enemy and applying it to ALL spells, now it takes 25% of cast time and applies it to Spells AGAINST YOUR TARGET. So, my res now still takes around 3 seconds to cast, and my Energy Surge still takes around 1.2 seconds to cast, instead of 1.25 seconds to cast the res, and near 1/2 a second to cast surge on anyone. Stolen Speed was under utilized even before the nerf...why nerf it to make it worse!? It's not like it needed to lose attention...

Yea, they messed up SSpeed pretty bad.

You can cap the skill from just about anywhere there is an afflicted Me boss.
