for 2nd question, add the mods only on a rare skinned axe (chaos, double gothic, dwarven) otherwise sell the mods alone, is the better choice for me.

Check the sticky for the PC on Axe Mods.

Don't mod a weapon yourself, the value of a weapon comes mainly from requirement, skin, inherent damage mod, and rarity. Modding a weapon does not increase the value by more then a few k. (So sell the mods alone )
