It's a form of Necro armor and can be bought from Lion's Arch on.

Droknar's Forge is the first place to offer it in the highest AL level, which is 60, fyi. It's like the 1.5k armors, only it's actually 800gp.

And if you have Factions, there are Cantha, Kurzick and Luxon facial scars (though they look more like tattoos) that will change your eye color if you use them.
