Where can I find the elite skill 'Life Transfer' for necro's?

I have unlocked the skill for PvP characters on my account but can't seem to find which boss has it for my PvE character

Any word on this would be appreciated

Also unless you have prophecies you can not get Life Transfer in PvE due to it only being capable in Tyria, not Cantha.

Thanks, I knew of the bosses in Tyria but was wondering about any that might be present in Cantha. My bad for not wording my original post well enough....looks like I'm catching that boat again
