elemental resist/phys resist/mantra of stuff

Put your points into strength enough to cover your shield req, max your axe, and shuffle tactics/domination/inspiration to taste. You really don't need any points in dom/insp to make the resist stances and hex removal useful, so probably just dump unused points into tactics for the heal sig. The mesmer stances last ungodly long even without points in them so you can always get the shield benefit.

Use tiger stance and cyclone axe (cyclone only when you'll hit multiple enemies) to build adrenaline/energy. This should let you keep Defy Pain up all the time, and spam your axe attacks (Or save for a spike). The zealous axe mod will ensure you always have the energy you need.

Tons of tanking power, decent damage. You could even throw in triple chop if you know you'll have uses for it.
