If this is PvE I'd say drop Fav Winds for another attack, in PvE you move too much from mob to mob to gain enough from it, you get out of its range before its recharged to lay daown again too much.
In PvP I never carry 2 defenses, so Throw Dirt or WD can be dropped for another attack

I honestly have never ran a Brutal Barrage build since it always looked too energy heavy to me. While Brutal Weapon does look like it could do a good bit of damage, the short duration and inability to increase duration time like an enchant does hold it down a bit. If you can't keep Brutal Weapon up all the time, knock your Marks up to 16 at the expense of Communing. The reliable damage from a max Barrage will help more than a high damage skill that you can't keep up all the time.
As for Orange Milk's statement, I have to disagree. I always bring FW with me when I run Barrage in PvE and almost never have a problem keeping the spirit nearby. If for some reason the spirit is out of range and FW is recharging I just switch to a longbow, but the advantage of having the increased attack speed using a Flatbow along with the short flight time from FW really makes a difference. The key to bringing FW is to know where to drop in that will enable it's effect to be up in most places that you will be as well as keeping it in a place where enemies won't take it out quickly.

^Brutal turns out very energy heavy. I've not found a way to make it work in any R/ or W/ build.

r/rt does have a unique solution to the 'sririt location problem' being summon spirit... not tried it on ranger spirits tho...hmmm
