% Chance: Need Clarification

I am trying to understand this % chance and what exactly this means.

Regarding below axe, does the % chance mean that 10% of the time that you hit, you can get double the amount of adrenaline that you would have gained normally?

Also, on below staff, skills recharge time is halved 10% of the time after you cast it? If it takes 1 second, then 10% of the time, it will be .5 second?

Note that it is spells, not skills, so doesn't apply to everything.
