Mode, check your available free space on your hard drive. I'm guessing you are probably approaching 90% full.
Your hard drive probably doesn't have enough
contiguous free space to reduce the size. By the fact that you had nearly 3000 fragments afterwards makes me think that your hard drive is both nearly full and utterly fragmented.
My suggestions:
1) First, try to free up some space on your drive. Empty browser cache, clean out the temp directory (Use Start-->Run and type "%temp%"), uninstall some unused programs, delete some mp3s, etc.
2) Then do a FULL defrag on the whole hard drive
