Problems with Defend North Kryta Province Quest

Hi there, I got problems with the Defend North Kryta Province Quest. First objective is to talk to Firstwatch Sergio, he tells me I have to go outside LA and talk to Lionscout Gabiran, now theres my prob, other players said to me there should be an exclamation mark above his head, bot there is not, anyone know how to fix this bug? Thanks in advance, Fluim

I don't know how to fix that per-se but I'm assuming you are doing this by leaving from Lions Arch? DNKP is a difficult quest as it is for large groups (8 people), so while trying with 6 is possible most opt for the larger 8 person group (from ToA).
Now, I wandered a bit off topic there, you don't actually need to talk to him to progress with that quest. I have, in the past, completed that quest without even speaking to Sergio (I forgot >.<). Have you tried speaking to Gabiran even without the exclamation mark?

If I remember how this works...
If you talk with Sergio and then leave through the front gate of LA (not map traveling somewhere else first) there should be a thing above his head. If there is not, it doesn't really matter unless you want to see what he says just for the fun and continuity of the storyline. You definately can skip that portion of the quest and go directly to Captain Greywind (or Greybeard or whatever his name is).
MOST INPORTANTLY - if you plan on doing this quest with a jumbled, thrown together PuG, you will likely need to begin from ToA so that you can add more bodies to the group AND you will likely need to do it more than once before you luck into completing it.
If you take the time to organize, it can be done without too much trouble with a 6 person group. A well organized PuG will be just fine as long as everyone knows their role and the team is well thought out (and executed properly of course).

I also have had this problem. We tried to do DNKP last night with a group of 8 from ToA. A bunch of us had the quest, but the leader of our party didn't have the quest. Is this why the quest didn't spawn at all, and no one had arrows over their heads? I didn't think it mattered if the leader had the quest, because DDF always spawns even if one person in the group has it.

Normally if even 1 has a quest the needed elements spawn. I remember back when the Titans were first introduced stepping outside of Henge and having the PUG laughing at us, only to encounter the titans, and us being mid-level still going thru the game.

Only one person in a party is required to have a quest inorder to spawn the mobs related to that quest.
That way people that have already completed this quest or that have not reached a point where they can start it can join you and attempt this quest.
A note on party set up.
An obsidian war or a vow of silence dervish will help out a great deal with the titans and a good Rit should make this quest much easier than it used to be with just the core proffs.

Yeah, I remember that being that way too, but several of us had the quest and it didn't spawn! We came backwards from ToA, and GuildWiki said we didnt have to talk to gabrian, we could just talk to greywind but he had no quest arrow. So we walked to gabrian..nothing there either.
Is there something maybe that overrides this quest? A leftover wintersday quest or something?

Nothing overrides quests, they all stack if more than one is present on any given map.
The only thing I can think of is that those that had the quest had already completed it and just did not collect the reward.
If anyone singly player has the quest active and uncomplete then its active in the map. There is no exception to this that I've ever heard or read about.
