I can't see any reason for making us wait the extra time, and attacking (not being attacked or casting offensive spells) is the only things that afects the wait. What is the rationale behind this?

hmm... i get this message about half the time in PvE (no clue about pvp). sometimes i can ID right away, sometimes I have to wait a few seconds. seems like a lot of others do too, so maybe Loviatar is the odd one out on this.
