As a mesmer I personally only use Inspiration as more of a supporting role to my domination or illusion magic builds, but this could be bought by someone who uses inspiration more and the armour vs. elemental helps out against those pesky ele's in PvP.

5k'ish in my opinion. Not too many people are looking for +1 Inspiration, and if you're a Mesmer, physical, not elemental damage is more important. I'm speaking in terms of PvP, of course.
