well i done all the missions on cantha 11/13 but i cant find 2 some say its on the starter island and i can get to the island but not to the mission outposts.........

You have to actually run to the outposts, there are no quests to take you to them as a tyrian character

Yes there are two there and yes you can get to them. They changed this in an update a while ago.

You can get on the mission outposts. When you arrive in Seitung Harbor run to Monastery. Then run to Minister Cho's Estate. The door was open for me and should be for you. Then you can try running to Zen Daijun.

Yes they can, as already said. All you need to do is do all the missions inluding the starting 2 ones.
