How do you do that?

I've noticed that people can move around the health and skills bar, hexes and enchantments row, etc. how do you do that? is it simple drag and drop? because i tried that and it doesnt work.

Note- i do not mean the party window and stuff like that.

Go to Options then select the Interface tab.

Menu - Options - Interface.

In the menu is an option to edit the interface, poke around a little and you will find it.

For what it is worth, I turned off my experience bar. It isn't needed after level 20.

And I also have the target hp bar aligned with my hp and energy bars. 20% on the target bar is exactly at 50% on my bars. I know when to hit Phantom Pain and Shatter Delusions when their health aligns with the numbers on my bars.
