+10 Vs Dwarves, What does this mean? does it mean you get +10 armor VS. the Wands/Bows/Axes the Dwarves use??? or is it something else?(err, does this go here???)

It means that when a dwarf (like stone summit) attack you, you have +10 armor vs. their attacks...

Yes, the armor bonus in this case is not based on the weapon, but on the race.
