In short... I don't think you can.

I did some checks and all collector's fire staffs look like this:



And the only worthwhile one is from Attendant Nashu in the Marketplace who will give you one for 5 Putrid Cysts.

Stats are:

Fire Staff - req 9 Fire
Magic HSR Fire Magic (20%)
HCT Fire Magic (20%)

You can't, it's a world drop only. No collectors, no crafters (although I think there's a green that looks like it).

1) It's Canthan only skin.
2) It defenitly from collector or crafter. Cause i saw 1 person with such staff. Bad thing that i havn't asked him about where did he get this.

What makes you think that it's definitely from a collector or crafter just because you saw someone with it?

Are you aware that monsters drop items that you can't get from crafters?

The info that you have been provided with so far is correct.

On a closing note, that is not a forbidden staff.

Its just a type of staff which can be dropped by mobs, or found in chest all over Cathan. No crafters make it.

Now that been sorted out, closing ^^
