req 7 and the 5>50 armor is nice.... BUT the 10% casting drops the value as mesmers want at least recharge (they already have fast cast)

not sure on value, but don't see this going above 15k or so.. imo



just becuz something is "rare" doesn't always make it "uber l33t"
