I was thinking about putting mind burn in my massive degen-burner build, and this nerf/buff (whatever) did not change my mind.

If i cannot hit someone for fire damage (because of block or evade), then i need mind burn to deal that fire damage, plus the extra burning from mark of rodgort!
Thats like 10 seconds or so of burning plus some fire damage!
