Who or what is "The Frog"? Does it have a physical shape ingame? Or is just a Voice over the Chats?

The frog is a game dev. who goes in game to share news, answer questions, etc..... often when Gaile Gray is doing the same. He used to live in LA, and I don't remember his new town in Cantha. He does indeed have the form of a small frog.
