You'll need to go to cavalon and talk to the alliance guy there.

yes, go to maatu keep and speak with jamei and get the luxon quest....it will take you to cavalon via zos shivros

Farm Luxon faction until you get 10,000 - then try getting into Cavalon. That may work.

You need the Journey to Cavalon quest. Same place you got the Journey to HzH quest.

You can also take the long way and get to Cavalon from the back without needing any quests.

From Zos Shivros:
head out North into Boreas Seabed (Explorable)
West/Southwest to Mount Qinkai
East/Southeast (from where you entered Mount Qinkai) to Breaker Hollow (outpost)
Southeast into Archipelagos
Northeast to Cavalon

But, as others already mentioned, you should check with Jamei in Maatu Keep for the Journey to Cavalon quest first as you could just enter from Zos Shivros with that.
