Yes, there was a thread explaining how exactly but the search function is unfortunatly quite useless so I can't find it.

.80 x . 80 = 64% no boost
2(.20 x .80) = 32% half boost
.20 x .20 = 4% quarter boost
EDIT: And as below has told me, doesn't work for recharge

Not anymore. You cannot get a quarter charge anymore, so you have 64% chances of half recharge. Look at Savio thread for more info.
