Do % to fast recharge Stack?

say you have a wand and offhand both of which have a 20% to fast recharge on skills, so do these recharges stack( if my math is correct: 1 - 0.8*0.8 = 0.36.= 36% chance to fast recharge)
Or, is it 20% chance or fast recharge even if u have two items with this stat.

Yes, there was a thread explaining how exactly but the search function is unfortunatly quite useless so I can't find it.

It was called something like "stacking and you" forget the first part.

Just to put it out simpler, I believe it worked as :

.80 x . 80 = 64% no boost
2(.20 x .80) = 32% half boost
.20 x .20 = 4% quarter boost

EDIT: And as below has told me, doesn't work for recharge

Not anymore. You cannot get a quarter charge anymore, so you have 64% chances of half recharge. Look at Savio thread for more info.

quarter fast casting works like that, but quarter recharge has been disabled
