Without a solid counter to touch-type skills, we decided to add a new Paragon shout called "Can't Touch This," which causes touch skills used on friends within earshot to completely fail. This will allow players to counter skills like Blackout, Shock, or Vampiric Touch more effectively.

there is a solid counter skill..its called crippling, which can come in the form crip shot, pin down, anda number of other skills, or energy denail, if they cant use the skills, they r screwed

Because it's that easy to kite a Warrior indefinately so that he can't use shock.

This is a horrid skill idea. It takes away the idea of touch skills, that they can never miss. That skill would render a whole range of useful skills useless, like palm strike or iron palm, Touch of agony/ wallow bite, etc. The best part of these skills is that you can always use them. Touchers are not that good anyway, nothing compared to the usefulness of a shock sin, or shock warrior, a good healer monk, trappers, beastmasters, shutdown mesmers, blood necro. The best builds out there are the one which work well in teams, as far as I know touchers just run headlong into the foe with thinking about teams, that dooms them.

And like I said in the other thread about the skill..It'll probably be a 1...10 duration on a 45 recharge or something similar.

It's going to be the laughingstock of all skills, at least then, the haters will turn their eyes away from Otyugh's Cry^^.

If what you say is true, "Can't Touch This" only affects touch skills, then blackout, signet of midnight, etc. are fine.
Blackout is a hexspell, not a touch skill. Signet of Midnight is a signet, again, not a touch skill.
Plague Touch however is a touch skill, which will make other people look for alternatives to Plague Touch.

It's a very specific skill that can only be used to counter other very specific skills. Thus you have to weigh up the fact that if you take it, there is a good chance that no one you are up against will actually have a touch skill, which means you've completely wasted an entire skill slot, then you also have to take into consideration how effective the skill will be even if there is someone using touch skills. Will it make more of a difference than another skill that could have been selected that will almost certainly have a wider range of use?
The only way I see this becoming a very popular skill is if it is either becomes a case of the Paragon's having a solid 4-5 skills which every Paragon would be stupid not to take, depending on the role and build they are using, leaving 3-4 skill slots and all of the rest of the skills you may choose are very conditional, and thus choosing "can't touch this" won't be any worse than choosing a multitude of other specific counter skills, which may be hit or miss depending on what the other guys have. Or if the skill is relatively spamable and thus so effective at shutting down players that use such skills, that it's worth the risk.
