Is at ok to buy others accounts?

I have seen people selling accounts for ingame gold, I'm sure some of them are scammers, But is it even allowed under the user agrement? Could an honest person buy one for storage mules or whatnot?

No. Besides, the original owner can get it back at any time.

besides that most of them are scammers who can get the account back even after giving you the account email/password

even after you change both of them they can still get it back along with whatever items you collected while you had it

my brother bought an account with 7 lvl. 20 characters all with FoW armor and all skills, 1.7 million plus 250 ecto (plus all the most expensive weapons)....he had to spend like $1,000...

If this is true, your brother is going to realize what a damned fool he is when his account gets banned for botting activity.

my next door neighbor had one of those in the late 60`s with a small block and dual quad tunnel ram setup.

he would tune it up now and then with open headers at 1 o`clock in the morning then test it with rubber in all 4 before putting it to bed.
