A few guildies and me came up with an idea earlier. Considering the new templates button that is used to save builds in Nightfall we had the idea of saveable templates for guilds.
So lets say you have a build you run for GvG or HA, for the purpose of explination let's say ranger spike. You start to fill the positions with people from your guild and someone asks what's the build. So at this point you either have to type it out or say it in Vent/TS.
Wouldn't it be easier to have an NPC in the guild hall you could approach, talk to, and have builds listed? All positions in the build are displayed once you click on the builds name (ranger spike) and are displayed in white text if your primary class will support that position, otherwise it is displayed in red. So lets say you wanna play Ranger 3 in the build. You click that position, and the skills are listed. Skills your character doesn't have are in red text. If you have all the needed skills you click apply build and a confirmation window will pop up. Once you click ok the build is applied.
Guild officers will be the only ones that can post builds by talking to the NPC, typing in the vital information into text fields similar to the login screen, and then drag and drop skills in from a pop up window will all skills listed.
Anywho, thats the idea.

you mean like a kind of archive? That wouldn't be a bad idea.
To compensate for GvG, you could have the builds numbered, and then say to each person "OK, you run build no. 4, and you run build number 9." something like that. Categorizing the builds may be a good idea, but I reckon that the builds could be used for more than just GvG purposes, so they should/may be categorised by profession instead.
Of course, I agree that it should be left for officers only to submit builds.

You still have to explain how the build works though, someone new to a build can't be expected to master it even if he gets the correct skills

When the officer is inputting the build into the list they can name it at that point.

I would say that maybe during creation the guild officer can choose to write small describtions for each position detailing how to play it that could be displayed when someone mouses over it, so of like items in your inventory. I think it would be a little too complex though.
