Well, I'm sure someone has noticed this, and I've been using this technique for about 4 months now.
Everybody knows that you have to go to different places to go buy skills right? Like a ranger is in ascalon and he/she wants Apply Poison. Well, you can't get to Kryta that fast. BUT! I've got the solution!!!!!!!
Here's what you do.
Play PvP, get 1,000 Balthazar Faction. Buy the PvP form of the skill. Go to a Skill Trainer in a City or Outpost (the one in the guild hall doesn't seem to work with this) and HAHAHHAHAHAHHA The skills is right there!!!!!!!!!!!!!!!!!!!!!!!!!!!!
The reason why it's there is because you have possession of it in a way. So like you made a PvE let's say, and you ahve a bunch of skills. Then you make another one, wow you can go buy the skills your first monk has from the ascalon trainer GOODY!
This obviously doens't work with elites.
Also, if this was to be stopped in any way, then I'm going to be very mad at myself for posting this.

Not to burst your bubble, but I thought this was an universally understood concept...
...once you unlock a skill thru pve or pvp, it is available for new characters at any skill trainer.
