They said the event has started, but nothing has been done as of yet.
Gaile did say that it would take a few minutes after the new build was downloaded, although its been more than just a few minutes.

Look at the bright side, by the time the game is released, you'll already have the game loaded.
At least you guys are already getting access... I'm going to have to go through all this stuff when I get home tonight.

The US page says the event is live, but the EU's last update is about the delay still.
