How can you have Paragon secondary in factions town? I saw this one in KC and there was another on in Lions Arch? Is there some kind of trick to this?

I think it's blue, it just doesn't look it because of the way the backpack has been drawn

If it's like factions, you can still log in, but your secondary skills are disabled.
