What's the best build for a toucher w/out ranger as the primary?

The Toucher build IS R/N. Anything else would not be a toucher build, but a build that occasionally uses a touch skill. This is because using the Ranger primary of Expertise sufficiently lowers the energy cost of the two touch skills, whilst also providing the armor associated with a ranger.
Any other profession will run into energy issues. I suppose you could try an elementalist with high energy storage using Ether Prodigy, however this causes exhaustion and also has a 1 second cast time.
